Goa is seeking to strengthen its position as an international tourism destination by expanding air connectivity to new overseas markets and improving access through its two airports, according to Tourism Minister Rohan Khaunte.

Speaking at a tourism conclave in Goa, Khaunte said the state government is working with the Union government to enhance international air connectivity and attract more foreign visitors. The strategy includes targeting emerging source markets such as Poland, Kazakhstan and Uzbekistan, alongside established markets including the United Kingdom and Russia.

According to the minister, international visitors continue to be a significant contributor to the state’s tourism economy, with foreign tourists spending an average of nine nights in Goa compared to three to four nights for domestic travellers.

“Our objective is to convert Goa’s strong global recall into tourist arrivals, increase visitor engagement and encourage longer tourist stays and ensure economic benefits for local communities. We are also advocating for improved visa facilitation and stronger international connectivity,” Khaunte said.

The state has already introduced measures to support inbound tourism growth. In January this year, Goa launched a performance-linked incentive (PLI) scheme for inbound international charter flights, offering incentives to tour operators based on passenger arrivals and aircraft load factors.

The minister also highlighted opportunities for private sector investment, noting that while Goa’s hotel inventory continues to expand, particularly in the four-star and five-star segments, demand remains ahead of supply.

“We are encouraging investments in MICE tourism, wedding and cultural tourism and necessary infrastructure. The goal is to create a partnership where government provides the vision and private stakeholders help execute it, ultimately benefiting local communities,” he said.

Beyond its established events such as the Goa Carnival, Shigmo Festival, Serendipity Arts Festival and the International Film Festival of India (IFFI), the state is also promoting traditional celebrations including the São João Festival, Chikhal Kalo and the Spirit of Goa Festival as part of efforts to position Goa as a year-round tourism destination.

Khaunte said Goa is also advancing its focus on regenerative tourism, which seeks to create broader social and economic benefits for local communities. Tourism currently contributes nearly 70 per cent of the state’s economy and supports an estimated 40-45 per cent of employment.
